The criteria for inclusion is just that a philosophy Ph.D. program have at least one full-time faculty member who self-identifies as a philosopher of biology. The standard of evidence required to make the list is basically a faculty (or personal) web page of some kind or other that lists philosophy of biology as an AOS. Accordingly, philosophers who have made significant contributions to the philosophy of biology but who do not list phil bio as a current AOS/AOC are not listed.[1]
